According to the article languages at Wikipedia[^] it seems to be a device used more often in Nothern Europe.
The German entry even has a "Handling" section. Quite funny for me as German because the device can be found in every market here.

I am 43 years old, and have been living in the U.S. all those years (east & west coast), and I have never, ever, seen one that blinks. That is amazingly silly. Thanks for posting.

We also experienced the temperature drop (I am in the 68% band). People who came out regularly also said it went a bit darker.
