It's a fact that vitamin D is created by sunlight in our skins. Google it if you want to confirm.
And: The term "vitamin" is usually reserved for essential nutrients that the body cannot synthesize, or in the case of vitamins like niacin, not in sufficient quantities. You have to get it from foods, or in the case of D, mainly from sunlight or enriched milk. Feel free to research this if you don't believe me.

What is the process of creating vitamin D from 7-dehydrocholesterol under UVB radiation if it's not synthesis then?

It's good to see you've done some research.
I am not an expert, but I suppose the people who defined the term "synthesis" excluded production of nutrients that are produced with help from external factors, like sunlight. Who knows exactly what their criteria were?
The whole field of "essential nutrients" is fascinating to study.

Skimmed milk is not a natural product itself. It is produced by removing nutrients from natural full milk.

My doctor told me that a significant percentage of his patients here in Florida have tested deficient in D. So: It seems to be an issue even in Florida, but possibly worse elsewhere.

Isn't that the problem with Superman in general though? Three quarters of every story is spent coming up with some convoluted reason to justify it not ending on the first page.

It's a problem with a lot of fiction: they had it with the original Star Trek. "First things first, get rid of or disable the Enterprise"
(Second thing was "who is Kirk going to snog today?")
