Well if you read the entire article there is a lot more sense in the actions of the police and local authorities, than is at first apparent.

I read the article and I disagree. The cops had observed the gathering for nearly a year and done nothing. Someone in office wanted it stopped, and forced the cops to act (wrongly). They should have arrested the homeless people that were a nuisance (drunk in public, relieving themselves in the park, etc.), rather than kicking out the act of generosity and punishing good citizens.
The article also notes that one of those 'homeless' were now working with the couple as a 'pay it forward' volunteer. What is wrong with re-habilitating homeless people into helpful and generous citizens?
Truth is, the politicians and cops don't want to put those people in jail, because then they have to pay for the meals, clothes, lodging, etc.
Cops aren't heartless. I bet they were happy to see the street people being helped. I guarantee someone forced their hand because they didn't want to see the homeless people enjoying 'their' park.
