It is entirely incorrect.
1 would not be part of the budget, whereas 2 and 3 most certainly would be. The sentence is incorrectly structured leading to a misunderstanding of the component parts.
It should read:
The master budget is part of an overall organization plan for the next year. Between them they comprise three parts. The overall organization plan contains the organizational goals and the budget contains the strategic long-range profit plan and the tactical short-range profit plan.

As worded, it is the master budget plan which has three parts. Of those three parts though, 'organization goals' doesn't seem to fit, leading one to think that it should be the organization plan instead. But then, if the budget is part of the organization plan, shouldn't it be one of the three items listed?
The whole sentence is ambiguous, and could be worded much better than it presently is.

If it still sounds confusing just revise the structure.
Such as:
As part of the overall yearly organization plan, the master budget is comprised of three components:(1) etc...
