here in the US, in most cases, there is a city owned easement (buffer zone) that runs from the center of the street across the sidewalk into your yard about 10 feet. So even though the yard is yours, the city can come in and put in one of these utility boxes.
 
The exact same thing happened to me. Bought a new house. They built it from the ground up. A year later Verizon shows up & digs a hole on the right of my front yard and puts in a in-ground FIOS box. Pissed me off, but since it's on city owned easement, there's nothing I can do.
 
These things are typical in a lot of neighborhoods. They're unsighlty. I don't understand why than cant installe these flush access boxes in the sidewalk.
If it's not broken, fix it until it is
