About 8 years ago Snagit offered Snagit 7 for free, with the hopes that you would install the software then upgrade to their newest version when they hounded you enough. Luckily you can turn the "check for updates" function off and continue using 7 in it's fully functional form. Message me if you want more info. Edit - Found the link[^]

I'm quite a fan of Screenpresso [^], it's free for personal use. It also is quite a lot of goodies for documenting screenshots.

We use it a LOT. It has 2 capture buttons, one for video and one for just the screen.
You can save the file locally or upload it to their server and share the link.
The capture Video works great!

Not sure what the point of contacting IERS could possibly be though. Last time I checked, 24 * 3600 = 86,400.

Wikipedia: Among its other functions, the IERS is responsible for announcing leap seconds.

Though with only 25 of them inserted since 1972 (and some seconds subtracted too) it sure is an interesting tool-tip.
Edit: seconds are not subtracted, even in the event that a solar day is 86399 seconds long.

As an aside, the fact that there are 86400 seconds in a day is seared deep into my brain. At one point, I was working on a system with timestamps in seconds and so I was for ever doing mod 86400 to find out what time something happens. I could get a time, say 23452 and without calculating any further know what time it was; I just checked 6:30:52.

Actually, that is correct. It would be compartment if you could get from one to the other internally but apartments are just discrete compartments. Sounded right when I thought it.
