It is entirely incorrect.

1 would not be part of the budget, whereas 2 and 3 most certainly would be. The sentence is incorrectly structured leading to a misunderstanding of the component parts.

It should read:

The master budget is part of an overall organization plan for the next year. Between them they comprise three parts. The overall organization plan contains the organizational goals and the budget contains the strategic long-range profit plan and the tactical short-range profit plan.
