They might just have entered by putting in the wrong PIN. I got two digits round the wrong way when I entered your PIN and nearly joined an entirely different league.
If you click on their team you can see if they are entered in any other leagues(I can't check at the moment), if they are registered in lots of leagues you probably want to expel them as not being CP members.

I will drop a message thread here and there in FL to confirm their identity as CP members before final. Those who are new and does not confirm will be removed. I too would prefer to see just the CP members in the league.
