Sorry to hear about your daughter's troubles, but it is a good learning experience. When hiking through Southern and Eastern Africa, some 20 years ago, I learned a few travelers' techniques to survive hostile environments.
 
The first and foremost is to keep all essential documents like passport in a hanging wallet (also known as a neck wallet)[^] under your shirt and under your armpit. I have 2 such wallets and carry them under each arm. One contains my passport and any other essential papers along with some money. The other contains copies of the passport identification page, current visa stamps, any other essential papers and some more money.
 
I carry a giveaway wallet and often a giveaway bag as well. The idea is that someone mugging you is not going to stand around and inspect what they have taken from you. The giveaway bag contains items that are not essential, usually some snack food and travel brochures and the wallet contains a reasonable amount of small currency so it looks flusher than it really is. Again the intent is to get them to take the money and run.
 
Depending on the area I am visiting I have also been known to line my back pack with chicken wire so someone cannot slit it open with a razor and let a dozen kids scurry off in different directions with the contents that fall out. Also I dress in my worst for wear clothes so I don't present myself as a high value target.
 
Then again I don't expect your daughter to be traveling to some of the places I have been but the chicken wire was a tip I picked up from a travler that recommended it if I planned to visit Rome when I mentioned I was planning to go to Europe after my journey in Africa. Apparently there were gangs of young children that were doing that type of robbery there at the time.
 
I hope your daughter gets her passport in time to still go to Paris and possibly England. Traveling is always an adventure. Not always a good adventure, but with the proper precautions you can limit the potential loses from encounters like what happened in the train station.
 
By the way, train stations and bus stations are where you need to be the most vigilant.
