Download the express editions and use them and then let your manager know he needs to get you the full versions for your projects to work fully.

If you don't use any plugins (ie ReSharper) and you do use TFS, the Express edition more or less offers everything you need!

How about getting a new version of Visual Studio and more money? If your company don't treat you well, you have the option to find one that does respect you. Most IT positions are in too high of demand to spend time with an employer that doesn't value you! Get a new gig, a pay raise, and the tools you need to do your work!
