Healthcare.Gov fixes will cost 121 million through January 2015[^]
According to the article:
Federal officials said Monday that they intended to hold a new competition before awarding a contract and that they were particularly interested in responses from small businesses owned by women, disabled veterans and “socially and economically disadvantaged individuals,” including black and Hispanic Americans.
The contract award should be based on proven ability to perform combined with the monetary bid amount - NOT "socioeconomic status" of the company's owner or the company's employee roster. The government is so concerned with satisfying its false sense of fairness that it's willing to completely forgo any hope of receiving a quality product delivered in a timely manner. THIS is why so many government software contracts end up like Healthcare.gov.

If you are a direct supplier to the government, then you must provide, on a yearly basis, a report of the percentage of business you did with minority or women owned businesses.
If you are a supplier to a company that is a direct supplier to the government, you have the same reporting requirements.
I know because I needed to code a system at my previous position to track this field and then be able to report on it.
