Every language* is portable, but not every language gets ported everywhere.

* With the possible exception of the various assembly languages, but I suspect that even they could be compiled for a system they weren't intended for, perhaps with some limitations, but I'm no expert on that.
You'll never get very far if all you do is follow instructions.
