Historically, this has virtually always been down to badly behaved drivers, something that MS can't do anything about. (Apart from write their own)

If you create a computer that you can plug practically anything into and get 3rd parties to write crap drivers which operate in Kernal mode it's what happens.

Alternative is Apple - Computers for Airheads™.
