I suspect the extensions, too, since I've been using Chrome for years with no trouble. But I haven't added anything recently, and the problem just started a few months ago. I'm sure it's related to something Adobe put on my machine in an update...

Or the Adobe Flash player extension?
Could be: Adobe isn't allowed near this PC for just that reason...

Try clearing the browser's cache[^].
I'm using Opera, which actually uses Chrome's browsing engine, but works better for me. Using v26 at the moment because v27 has some cpu usage issues.
Firefox isn't too bad either.

I am sure you know that Chrome has it's own Task Manager. You can see lots of details for all process including separate process spawned by Chrome for it's extensions. You can open it by right clicking on top bar of Chrome or by "Shift + Esc". It has "stats for nerds" which gives more details.
As others said, some extension/app might be eating memory/bandwidth causing delays, which you might be able to identify by this.

Handy tool, yes, but it's not revealing anything useful. I have just a couple of extensions running, and neither seems to have issues. I wonder if it would be helpful to simply uninstall Chrome and start over with a fresh installation?

Worth trying.
Over time, because of backups and other stuff, it might get slow. In other words, typical MS OS issues which piles up when they keep adding "Windows Update" and "Service Packs" which effectively slows down the OS to crawl may have infested Chrome/Google.
