fyi: I upgraded to Win 10 Pro a few weeks ago, and I tried the Group Policy edit technique described in the link you cite, and it just didn't work: Cortana appeared in the Task Manager no matter what, and killing the process from the Task Manager banished it for only a few seconds.

I've also tried using WinAero Tweaker to turn off Cortana, but that hasn't worked either.

What did work was an earlier technique published on WinAero: [^]. If you use this technique, I strongly suggest you think carefully about the warning provided in red on this page.
