first page is printing blank in crystal report

i have created report for bill printing :Report header is empty,Page header having text and date , Page detail has items and cost ,Report footer having amount total.
Whenever i print the bill half part is blank and half have bill print.
I want to avoid the blank part at start of page.
I have checked Report header->section expert->Paging->New Page Before(showing checked by default and not editable)
What should i do.
