How can i convert my web.config file into .htaccess file type so that i can access that in my php code.

I don't know PHP but I don't think it makes any sense to get a web.config file converted to .htaccess file. htaccess file should have specific tags and attributes to set. As far as I can imagine, you will need only the values for different properties then why not just copying them from the web.config file to the .htaccess file?

hmmm But there are several options avaialbe to convert htaccess to web.config so that might be possible.??
