In Windows XP, I'm going to add a new user with a simple password. It prompts that the password does not meet the password policy requirements. I've not set a policy! Then I found that i should use gpedit.msc to change this policy. But it's disabled and I'm unable to change the default policy. I don't know how to change this policy.

Is this your PC? If not, you need to talk to the owner/administrator.

it's mine. i found the reason. but don't know why!
it was because it was joined to a domain. when i disconnected it from domain, all fields got changeable.
i wonder why this should be the cause while it was a local user!

That is because the domain's group policy overrides the local policy. So when you disconnected from the domain, you were using the local policy.

domain's group policy should not be applied to local users. should be?
