List of opensource tools for developing mobile app

I have to create mobile application which should run on Android,iOS,Windows basically.
Before getting started i have big dilemma whether to build this app with their native development tools or to use multi-platform development tool ?

Can anyone also help me with list of open source native mobile development/multi-platform kits.

P.S. My language is .NET
