Finding a way to convert a PDF content to HTML content with tags.

Is there anyway to convert a PDF content directly into an HTML source code with the tags and attributes such as class, id, href, src? I tried many google results but there are not any sample source codes without 3rd party SDKs.

If the PDF cannot be directly convert to an HTML file, we can convert the PDF to XML and from XML we can convert the source to HTML.

Are these options available in C# or ASP.Net?
