Oracle Database cannot be connected to NetBeans Problem

Hello, friends.

I've tried to connect Oracle database to NetBeans through Oracle Thin After I downloaded ojdbc.jar library to connect it, but I see an error message says:

Cannot establish a connection to jdbc:oracle:thin:@localhost:1521:orcl using oracle.jdbc.OracleDriver (IO Error: The Network Adapter could not establish the connection)

although my oracle service is running and I can access my database using SQL Plus!
