Hi, :)

i've thought of an idea as a graduation project , but i need some one to support it

i mean, i need to know (just) whether it's Doable Or Not

so that's the idea..

It's a mobile phone application

i want to install the application on A Blind Man Mobile phone , which is supposed to include a powerful camera (say 5 mega pixels)

he should pass the camera on A news paper, story, book Or..Or,...etc
and the mobile phone should start pronouncing the text

i know that's OCR (optical character recognition) and image processing needed too,

but i need some one with Experience to tell me Go Or No Go
and what fields i should search in...

The picture to text to speach part is definitely doable - you can even see something similar to what you described in action if you have access to a phone with Android on it - check out Google Goggles here: Click[^]
As far as I know Goggles dosn't actually read the OCR'd text out loud fr you, but I'm sure there's an app for that ;)
I would however like to point out that a blind person can't see what the camera is exactly pointed at... So you might get partial texts, crooked letters, all sorts of strange things to cope with. It might be quite complicated to use in the scenario you described. And it may take more than a couple of tries for the user to get the desired result - I think it might be a bit frustrating frankly... But hey - there are more uses for software like that. You can always use it as a language improving tool for students or something.
Whether or not it's a good graduation project is a different question. If you have the time and the skills - sure, I would give it the :thumbsup: as a very interesting idea :) Good luck whatever you decide!

you're right
it's gonna be a usability problem but, i thought to solve this problem
i know it would be hard for a blind to set the camera in the right place for a capture, but
if i could make it real time reading, i mean whenever text is detected, it's pronounced,
and ofcourse he most likely to know exactly where is the paper beginning and end (blinds always)
he just need to move the device a little around the page left edge or in some directions till it start reading
