Code to communicate with hardware

Hi, I need to build an application VB.Net to get the value of waste inkpad counter for my epson printer and also reset the waste ink pad counter function. But I don't know how to start with it.

Does anyone know any information that could write VB.Net code to communicate with hardware? Or using any difference programming language other than VB.Net?

Please advice
