Editing a PDF file has nothing to do with ASP.NET, so why tag your question as such? By doing that you are restricting the number of people who might view your question and provide an answer.

PDF files are indeed editable. Not easily though. You will need one of the libraries written by some kind people who have released them into the wild.

The easiest way to find one of those is to learn to use a search engine. I would suggest using a phrase like c# open source pdf editor and then take your pick from the numerous suggestions.
