Win 32 API in wxWidgets problems

Hi everyone, I'm developing a win 32 program, in wxDEV-C++(derivating of wxWidgets). And I'm having a litle problems, and I need someone ho knows this language. My problems are this:

1. I wan't to resize my frame according the screen resolution that the program will be run.
2. I wan't to initialize the program always maximized, and when non-maximized put the scrool bars(horizontal, vertical).
3. I wan't to plot a graphic based on two vectors(x pos - one vector, y pos - another vector) the vectors are the same size.

Can anyone help me?
