I feel the same way about those books. After you already get good experience, some of these books look stupid (oh, they are, many of them!) some are wise and interesting; but not before you get decent experience. Anyway, some reading is helpful or inspiring, rarely though.
"Teach Yourself Programming in Ten Years" along worth many books -- very sobering (but hardly anything new to me).

Developing a software in any language is a huge task...
and cannot be described in small article...
first choose any programming language and use and IDE which will help you build the application and use tools to wrap up this into an installer...

As per your requirement you want some platform independent language...
one and best example is java... you can try to develop application in JAVA...

You can try to find such books. You can get to it through you everyday experience, if you do your work very well.

I thought it was very good. The author makes the point that in any field, to be good at it one must learn the basics. Every day I talk to and work with people who have skipped this step, and treat programming as a cookbook art; they are able to do routine stuff, but anything non-routine is totally beyond them. Even worse, they don't seem to understand that they are writing code not for themselves, but for the maintenance programmers who will follow them, and have to figure out what they have written. Very few of them would be able to tell you what it means to write maintainable code.

This is exactly what I can see and very true and sad.
Some people leave software industry motivating that they don't want to work with idiots.

I thought it should mean the reference to Fred Brooks is something bad...

That's exactly what it means. IMHO, Fred Brooks is a clown. If you read his famous book carefully, you will notice two things: 1) he is a good writer; and 2) he was in charge of one of the worst-managed computer projects ever. He did all the wrong things; he made every bad decision possible; he kept repeating these mistakes throughout the project. The project was completed in spite of him, not because of him. That he garnered so much fame for it is a joke.
