Well, you load the file in to media player, move the slider to the right spot, and push play. If you mean how do you do it in code, it depends on what language and framework you're using, but the essence is the same, you set up a media player control to the place you want to start, and use a timer to work out when it gets to the point you want it to end, or if the control has an event for time changing, you can check it in that.
