As the subject already is my question, I'll still ask it here with some extras.

Is it possible to develop for Exchange Web Services without installing Exchange? I know there is the SDK but then you cannot test if it is working correctly, or am I wrong or missing something?

Solution 1

No, using any kind of technology that requires some sort of interface to something else generally requires the something else to exist.
