Error could not find file using msi Utility.dll

I upgraded to InstallShield 2012 from 2008.

When i tried to install the latest build from 2012, it fails with the error saying "Error could not find file using msi Utility.dll",
it seems to be like it not able to find utility dll.

If i seen the Data.cab, i able to see the utility dll present in data cabinet file
then what could be wrong while installing.

the Same installer before with Installshield 2008 it was working.
