Open file should allways hit the server and get a latest version

Hi,
When user opens a downloaded file, It should allways hit the server and get the latest file from the server. File what ever we downloaded from server should not open if the file not present in server of the client machine does not have internet explorer.

Please suggest me on this and how can i proceed further.
"file get downloaded in to my system. When I opens the file from mu client system, it should contact the server and should get the latest file from server. If the server is down or my internet is down, then my file should not get open.please provide some inputs.

Solution 1

You'll have to create your own app for that. If I download a text file, for example, there is no possible way to prevent me from opening it. You'll have to create your own file download manager.
