Makes no sense at all.

Gujarati is supported on nearly all modern systems by default. There is nothing to do with Google. Text effects are irrelevant to language, always work.

I don't understand what are you asking about. Do you know Gujarati well enough? What's the problem?
Why using IME at all? For what?

Please see my comments to the question.

Just make sure you save HTML page as a text file in UTF-8. Under <head> element, use http-equiv:
