to create an excel file and write into it from the xml data based on some conditions

I have a task to be completed and it includes to read from one of the shees of an excel file and create one more excel file and write the data into it. Also i have to write the data into this new excel file based on some conditions matching with an xml file which i have already read!!! please help me out to complete this task....
