making a access db exclusive and blocking any access to it

I want to put a ms-access .mdb file on a shared folder on a network .
two or more users will be accessing the db from the shared folder.But i want to give exclusive access to 1 st user and 2nd user should not be allowed to read & write.
I want to check at the startup when a 2nd user wants to use the shared db ,a pop up should be shown saying that db is already used by someone else .

Can anyone please give some idea.
