swf fileupload error 500 in jsp

hi,

i am using swf fileupload for fileuploading in my application, my problem is
when the file uploading is finished it shows "Upload Error: 500" ,"files are not uploaded into the folder specified in the program" , after searching
the web i got information that we have to set 2 lines "SecRuleEngine Off
, SecRequestBodyAccess Off" in the .htacces file as this is security related issue but there is no such file in tomcat, can anybody help me how to set and where to set if it is in web.xml how do i set that values
