It totally depends on each site, that's is. Usually, you can access most sites without signing in, but those sites providing services mostly based on user accounts, will usually show only some general information. One example: CodeProject will show nearly everything to a person without the account, but one would not be able to modify anything or download any code.

You should understand that you won't be able to circumvent it, if the site is designed using best security practices, and this is typically the case. More importantly, such circumvention could be considered as a crime in the absolute majority of cases; and such activity would be morally unacceptable.
