Unicode Vs DBCS advantages / disadvantages

I want to develop web application which support English language as well as Japanese and Chinese language.
I have two question
1.Isit good software design to provide utility to user to enter address and other details in their local language.
2.What are the advantages / disadvantages in implementing Unicode vs. Double Byte?

Solution 1

#1: you don't need to do anything special for user input. Unicode is supported by all modern systems.

#2: Unicode is the universal standard, and DBCS is… (sight …) — are you serious? Consider there is no such thing anymore:
