You need to support Unicode, that's it. This will give you the idea:
http://en.wikipedia.org/wiki/Unicode_in_Microsoft_Windows#Windows_CE[^],
http://msdn.microsoft.com/en-us/library/ms927937.aspx[^],
http://www.hjgode.de/wp/tag/unicode/[^].

Unfortunately, you did not provide any detail. What do you mean by "installing a language"? Arabo-Persian script (http://en.wikipedia.org/wiki/Arabo-Persian_script[^]) is supported by default by most modern systems, but particular font or application may not support it. In windows, the single font may not support Unicode, but most usually support many scripts at once.

I don't know what Arabic version is based on. Hopefully, on Unicode. If you are talking about support of your applications, you need to use Unicode in coding of text and use appropriate fonts, those supporting at least English, punctuation, etc. + Arabic. Usually Unicode fonts support pretty big number of scripts; and if they do, Arabic nearly always included. You can always install additional fonts, but it depends how you deploy them. And, the keyboard layout... usually it's up to the user. If a user types Arabic, it's already in the system, if not -- this user might not need it.
