What is meant by html renderer? Explain clearly

It is the part of the code that renders the HTML. That is to say, it reads the HTML code and translates it as necessary and produces the nice clean readable web page that you are now reading.

Is it is the html code or we have to write code using any programming languages?

Sorry but I do not understand. Why not try explaining what problem you are trying to solve.
HTML is a description of the content - it is not compiled.
So the browser has to interpret it - and render things like described.

Java for example is compiled when deployed, the code is prepared and worked on so that the machine it is installed on can understand it.
