how do i start programming cms in php

hi all

i am programmer form 2 year age

i wrote my program in c#

i know programming fundemental and can create any method

after understanding php consept and fundemental and all syntax , i decision to create a cms for my country ...

now , i am beginner in php

i want create one cms in php

i have a some question :

1- is there a refrence to create php cms from start to end ?

2- what is best security method for user and admin Identification or Security Survey ? (Session , Cooki or ... )

3- what is a best php editor ?

4- what is requirment for developing a cms first in my computer and then upload it ?

5- how i test my cms and sure that is have not a bug or error ?

6- and finaly , what is anything you know , i shoud learn it ?

please help me ...
