Hi On a PC with Oracle client 9i and NLS_LANG: AMERICAN_AMERICA.WE8ISO8859P1
and server has oracle 10g
When I queried will be displayed:
ãÚÇæä ÈÑäÇãå ÑíÒí (ÂÞÇí ÛÝæÑí)
ÊæáíÏ ÑÇåäãÇ
Should not NLS_LANG: AMERICAN_AMERICA.WE8ISO8859P1 be changed

You set the character set for a Western language. You must not expect that you get texts written in a character set derived from arab correctly then.
Set the language of Oracle correctly, best to some kind of Unicode which is capable of both Western and Arab characters.

Yes It needs a change to AMERICAN_AMERICA.AL32UTF8
