which field should i choose as i want to become a software developer.

What is difference between these fields? I think you can choose any one of them and importantly focus on programming basics. It is not very difficult to learn any language if your basics are clear.

Computer Engineering
-Require to give pretest
-fees are much high
-vast portion so needs to mug up answers
-More Theoritical than Practicals
-Duration 4 yrs

Computer Science
-no pre-test
-vast portion so need to mug up answers
-Yearly paterns which puts pressure during exams
-More Theoritical than Practicals
-Duration 3 yrs

Information Technology
-no pretest
-addiquite portion
-semister pattern to less to study for exams
-More Practicals than Theoritical
-Duration 3 yrs

So according to me B.Sc.I.T. will be a good option than other 2 options.
But choise will be always yours!!!

What you mean by Software developer..?
Not only these courses make you software developer, but one who shown intrest in software development can be a good Software developer...

Even I saw many good examples. Many of my friends who not at all came from Computer science branch, working as a software developer also they are performing well..

So choose any one these course and practice well and be a good Software Developer..

i want to develop an application that can sms from pc to mobile. Which programming language should i prefer ? and make me understand the concept i.e, working of " sending sms" ?

Go with any language that you are good..? First google for your questions. you will get nice answers..

Software Development can be done through many languages. It would be more appreciable if you learn many. Just look into latest technologies and start learning according to that.. Presently Asp.net, MVC, Android are in boom. So you can Start any of these. Now I am into asp.net.
