It would depend on what are you developing. There is no straight forward preference of one over other.

I am developing window phone app in windows phone 8, it is survey base app, where user give server. The app should be be compatabile for Window phone, Android and iOS in three platforms.
what will be best approach to develop this either in HTML5/CSS/Javascript or XAML/C#.
