Weird error in Sharepoint ...

I have the same setting as below in pertinent web.config

<pageparserpath virtualpath="/ld.aspx" compilationmode="Always" allowserversidescript="true">


For some of the users the application works fine and for some it throws the error 'Code block is not allowed'. However both the users belong to the same Active Directory group and the group has been given same permission in Sharepoint.

How do I narrow down on the issue? There is not much info on Server Eventlog and hence I believe it ends in Sharepoint configuration somewhere.
