Want to Generate Edit Link for My Excel File or Google Form Response

Hello Friends,

I have created one form using the following fileds and I have allowed user to Edit response after he/she adds it.

Name
Contact Details
Email
Link

I have data around 10 people but I don't have public link to modify this records.

So I would like to generate the link for the same, Sothat I can pass this link vai email to each person and person can updated his/her contact numbers.

I am seeking for function through which i can do this.

I tried a lot but didn't find any suitable functions.
