I just want to know if i can add articles, and even if i am a beginner?
can i write them in french?
can i also write complete tutorials?

No, please, English only. Please don't add an immature article. I am not sure about a tutorial; it sounds questionable to me. I guess, it depends on the topic of the tutorial. If it teaches some programming techniques, it may be a valid topic, but not if it is teaching the use of some particular products. It all depends. Please look at the articles having good reputation points, to get a good idea.
