And second thing "Both are nor freeware so how can i buy license Or is there any way to publish without buying license version "

Solution 1

If you are publishing on a shared hosting, you don't need to buy the licence. Your website hosting provider will pay the licencing fees.

If you are publishing on your own server, then you should buy licence from microsoft http://www.microsoft.com/licensing/how-to-buy/how-to-buy.aspx[^]
