Property Changed Event is not firing

Hi,
I'm experiencing a problem whereby my custom Dependency Property's (DP) PropertyChangedCallback is only firing once (the first time the page loads) and then fails to fire even though the property is bound and the underlying data is changed. And yes, class is implementing INotifyPropertyChanged and raising the appropriate PropertyChanged event.

Note: It is working in silverlight4 but not in silverlight5. Is it bug in silverlight5 ?
