Using Crystal Reports 2008

I need to create a crosstab report, in that I have to show all the rows and all the columns even if there is no data for a particular combination

The Rows is {ISSUE.STATUS} (eg: Open, Closed, Pending, Suspended)
Columns is {INVOICE.DONE} (eg: Yes, No)
Summary is count of Invoiced and UnInvoiced Issues.


Current output:
----------Yes----No
Open-----15-----0
Closed----3------8

Crosstab report is suppressing zeroes and showing only Open and Close.
How can I get all rows and all columns every time.

Desired output:

--------------Yes-----No
Open---------15-----0
Closed--------3-------8
Pending-------0------0
Suspended----0------0
