The problem is right there, right in from of your nose!

Your project is referencing 'System.Web.WebPages.Razor', this means, makes use of 'System.Web.WebPages.Razor.dll', but it can't find that file.

Try updating your references and packages.

You may want to open the Package Manager Console (TOOLS > Library Package Manager > Package Manager Console) and type update-package.

Then clean and rebuild your entire solution.

Worked for me !!! Thanks
Nothing here or most other places I came across was able to fix my problem, which was more extensive than just this "missing file or assembly" issue. (I'm on Win 10, x64)

What fixed it for me was the suggestion here:
c# - Could not load file or assembly 'System.Web.WebPages' - Stack Overflow[^]

Bottom line, download/install this package: Download Web Pages 2 from Official Microsoft Download Center[^]
