How to apply DataTemplate on ItemsControl containing List of UIElements

As subject explains...if i try to do so then it gives me error "ItemsControl.Items must not contain UIElement when ItemTemplate is set"
I created a UserControl layout template which is deriving from ItemsControl and is List<uielements>. How can I apply ItemTemplate on it to have each child UIElement within the Layout control in a group(having an header and surrounded by rectangular border). or any other method.

Any answer will be greatly appreciated...
